Kenneth A. Korach, President and CEO
Kenneth A. Korach, President and founder of TRA, is responsible for the company's strategy, direction and overall service offering. Mr. Korach has directed TRA's consulting and software efforts since TRA's inception.  Mr. Korach has thirty years experience in transportation management, operational safety reviews, performance assessments, regulatory analysis, human resources, and labor relations. He has been responsible for managing safety and operational assessment projects and was responsible for operations at several transport organizations prior to his consulting career. Mr. Korach has earned a Juris Doctor (J.D.) degree from the Temple University School of Law, a Master of Business Administration (M.B.A.) degree from Drexel University, and a Bachelor of Science (B.S.) degree in Business Administration from Drexel University.

David F. Barber, P.E., Vice President
Mr. Barber brings to the TRA team 36 years of engineering, safety and management experience in transportation, including 32 years specifically involving railroad and rail transit projects and programs. Most recently, Mr. Barber served as Manager of Engineering and Safety for the Pennsylvania Department of Transportation, where he oversaw the Rail Transit Safety Review Program. His background also includes program management and development, project engineering, inspection, evaluation, and planning. Project experience includes rail vehicles, track, signals, control systems, stations, operations, traction power, structures, tunnels and hazard management.

Clare A. Epstein, Vice President Information Technology
Ms. Epstein, Vice President, oversees TRA's information technology efforts. Ms. Epstein has extensive experience in security and system safety, information management systems. safety reviews, and regulatory analysis. She has performed assignments and assessments for transit agencies, state governments, and consulting firms.   She has worked on various consulting projects, at MTA New York City Transit, and at SEPTA. Ms. Epstein earned a Master's degree from the Massachusetts Institute of Technology and a Bachelor of Arts from the University of Pennsylvania.

Daniel T. Hauber, Vice President
Daniel Hauber specializes in maintenance, operations, emergency preparedness, and regulatory compliance issues. He works closely with state, provincial, and federal government oversight agencies, as well as bus and rail transportation providers and concerned government agencies, especially in areas of safety and security oversight programs. His work with these agencies includes both designing and implementing oversight programs for government agencies, and working with transportation providers to construct regulation-compliant programs. Mr. Hauber plans and implements independent, comprehensive maintenance and operations assessments, including both rules and procedures reviews and complete field verification and testing. He brings his practical maintenance and operations experience to the topic of emergency preparedness and security assessments. Mr. Hauber also specializes in planning and executing emergency drills and exercises. Mr. Hauber holds a bachelor's degree in Urban Studies from the University of Pennsylvania, and a Masters in Business Administration from Temple University.

Chief James E. Hill (ret.), Vice President Security Services
Mr. Hill has extensive experience in law enforcement, security operations, and fare collection/protection. He has worked in law enforcement for over 25 years, most recently as Chief of the Port Authority Transit Police Department. Mr. Hill is a member of the following professional affiliations: the FBI National Academy, the APTA Security/Fare Collection Committee, and the International Association of Chiefs of Police, of which he is currently the Public Transit Committee Chairman. Mr. Hill was a graduate of the 184th Session of the Federal Bureau of Investigation (FBI) National Academy Training Program. He has completed the National Intelligence Academy Executive Training, the FBI Police Firearms Instructors' School, the Transit Training School of the Chicago Transit Authority, and the Camden County Police Academy Basic Recruit Training.

Thomas J. Luglio, Jr., P.E. Vice President
Thomas J. Luglio, Jr., Vice President, is a Registered Professional Engineer with over thirty years of experience in transportation engineering, research, analysis, oversight, and guidelines development related to transit, railroads and highways. Areas of particular expertise include: rail fixed guideway planning and procurement strategies; transit capital project development and management; transit safety and security investigations; and the application of innovative technologies and strategies to public transit. Mr. Luglio's project management and technical responsibilities have required the effective interaction with clients, public agencies, consultants, and other professionals to foster a team approach, overcome obstacles, and reach consensus. Mr. Luglio earned a Master of Science degree in Transportation Engineering from the University of Pennsylvania and a Bachelor of Science degree in Civil Engineering from Drexel University.

Christopher E. Wallgren, Vice President
Christopher E. Wallgren, Vice President, is a public transportation specialist with a focus on rail transit and bus operations, safety, and security. He has direct experience managing projects and conducting in-depth operations and safety analyses and risk assessments for major North American transit systems, the Federal Transit Administration, the Department of Homeland Security, Transport Canada, state departments of transportation, and the American Public Transportation Association. He leads efforts in operations analysis that deliver safer, more cost efficient, and more reliable transportation networks. His efforts focus on improving organizational efficiency through development of internal assessments, corrective action planning, and strong compliance program implementation. Mr. Wallgren earned a Master of Science in Transportation Systems Engineering and a Bachelor of Science in Transportation Systems Engineering from the University of Pennsylvania.
