David Barber has worked for TRA since 2007 after completing a successful career with the Pennsylvania Department of Transportation managing rail transit safety oversight and transit capital improvement programs. Dave is a professional engineer with over 40 years of experience with railroad and rail transit transportation projects and programs. His responsibilities with TRA have included assessments of system safety and safety certification programs, pre-revenue service reviews for new systems and extensions, rail transit inspection and maintenance programs, and RFP development for competitive procurement of rail operations and maintenance. Dave’s project experience includes track and structures, train control, traction power, grade crossings, stations, and vehicles. Dave has a Bachelor of Science degree in Civil Engineering from the New Jersey Institute of Technology in addition to continuing education credits in railroad engineering, electrification, railway signaling, system safety and accident investigation from several universities and the Transportation Safety Institute. Dave has also been a member of the APTA Safety Committee and the Vehicle Inspection and Maintenance Standards Committee.
Dave’s work and travel have provided him the opportunity to experience many rail transit systems throughout the country and he hopes to see them all one day. His introduction to the complex infrastructure and operations of railroads and transit systems began during his childhood in the New York area, frequently travelling by subway and commuter train. Since that time, Dave has witnessed the deterioration, reconstruction and expansion of the rail industry. While continuing to appreciate the technological advancements leading to the improvement and expansion of rail services, Dave also has an affinity for railroad history.
