Business Development Manager
Julie Bender is TRA’s Business Development Manager who brings with her a comprehensive background in project management and policy analysis related to infrastructure. She has experience at TRA in business process analysis, rail and bus transit safety and security programs, including state safety oversight, rail operations, maintenance, rule compliance, and training programs, as well as bus operations and organizational management and crafting transit-specific Requests for Proposals. Julie has worked extensively with the Metropolitan Atlanta Rapid Transit Authority, and performs regular work for the Pennsylvania Rail Transit Safety Review Program. She also supports the Maryland Department of Transportation’s state safety oversight program of the Maryland Transit Administration in Baltimore. Julie has extensive knowledge of organizational efficiency and the functioning of government agencies. She also assists TRA in day-to-day project implementation. Julie has earned a Master of City Planning (M.C.P) degree from the University of Pennsylvania School of Design and a Bachelor of Arts (B.A.) degree in Anthropology from Bowdoin College.
From her days growing up across the street from a SEPTA Regional Rail station in northwest Philadelphia, Julie has been interested in transit infrastructure and policy both regionally and nationally. She spends her time when not around or on public transit exploring West Philadelphia, hiking in New Hampshire every summer as a sometime camp counselor, and caring for her adopted lionhead rabbit.
