Mr. Matthews is a Senior Consultant who partners with our State Safety Oversight Programs and client based programs conducting transit and railroad operational and maintenance safety reviews, safety and security certification assessments and system regulatory and occupational compliance. Mr. Matthews has over 30 years’ experience in commuter rail and transit operations and maintenance. Mr. Matthews’s experience comes from the Southeastern Pennsylvania Transportation Authority (SEPTA). Mr. Matthews held various technical management positions with additional responsibility including strategic planning, regulatory compliance, safety auditing and project cost / benefit analysis. His work concluded with SEPTA as a System Safety Officer responsible for conducting accident investigations and providing expert assistance in rail vehicle operations and maintenance and occupational health and safety. Mr. Matthews has earned a Master of Science (M.S.) degree in Safety Management from St. Joseph’s University, a Bachelor of Science (B.S.) degree in Technical and Industrial Administration from Widener University and obtained certification as a Safety and Security Director from the World Safety Council.
Bill’s personal interest is railroad history and new engineering applications in mass transportation sciences. He has been a volunteer firefighter for 35 years in the community where he resides. He is also an avid saltwater fisherman.
