TRA performed an overall analysis of MARTA’s bus passenger transportation service delivery, including:
- Operational rules and procedures;
- Employee staffing levels, training, qualifications and skills;
- Operating practices and conditions;
- Bus Communication Center monitoring of operations; and
- Field supervision of operations.

The review team also performed a line-by-line breakdown and critique of all Bus Transportation rules and SOPs. The team has made recommendations for strengthening formal procedures and documentation, as well as improving training and qualification programs for Operators, Supervisors, and Dispatchers.
